This applies for the morning as well. And if red parking is lifted then expect it to be even worse as anyone can park there. The majority of people have Red3 decals. I advise that for the first day show up at least half an hour early and try your luck in those places. If there aren't any spots then at least you have the extra time you gave yourself to go to another parking lot and walk back.
