Most fraternity memberships are bigger than their houses. Most fraternities don't have to pledge numbers to fill their house. I know of three, Pike and KA and Delt, where you can only get to live in the house if you earn your way in by being active and contributing. Those are the only ones I know of but there may be more. I don't think too many freshmen live in fraternity houses.
