How much does KD care about legacies? I’m a legacy for kd and hope to be one but I have like no connections to the chapter at state

Unless you have an in-house/ in-state connection, you probably will be cut. They can almost almost fill an entire pledge class just with Mississippi legacies, and this includes other sororities here as well. Have your relative reach out to her sisters, maybe one of them has a MSU connection.
