Is it hard to get a bid to new row fraternities or is it just a matter of getting into contact with them before their pledge class is full

The best New Row fraternities (generally regarded as Theta Chi, Pike, and Pi Kapp) are more selective than the Jefferson houses. Generally the guys that get bids to those houses know someone, and rarely is it just "show up to a party you heard about and talk to the rush chair" though it can and does happen.

General tips for getting an "in" with the better fraternities:
1.) Try to room with exceptional guys from Alabama (specifically Mobile, Montgomery, Huntsville and Birmingham), Georgia (Atlanta area), or Texas (Dallas or Houston area) your freshman year. Generally those guys know people in better fraternities. You'd be surprised how many out of state kids get bids because their roommates recommended them to a New or Old Row fraternity
2.) Email early but not often, and just act neutral. If you can, name drop someone who recommended you contact them. The worst thing you can do when emailing Rush Chairs is to seem too excited/try-hard and/or too overbearing. The Rush Chair isn't a pen-pal; you email him and get specific information, and if they like you after their first event they'll continue to invite you back. Finally...
3.) Go to as many events as possible for each Fraternity you're interested in, but don't court too many. Assuming you're not lame these guys want to get to know you, and seeing you regularly at their events also tells them that you're really interested and like to have a good time. It'll give you great exposure to the chapter and potentially...

...give you access to other fraternities to other rushees you meet. You never know what you can do unless you get yourself down here and often. On the flip side, fraternities can get pretty easily offended if you go around shopping more than 2 fraternities (3 if you want to push it, and depending on their interest in you and their tier). Generally speaking you can "accept a bid" to any fraternity that gives you one because the "bid" isn't actually official until a specific day after school has started. However you should be cautious about touring around and trying to window-shop too many. Old Row fraternities, because they have the ability to be a little more picky with their non-legacy selections, don't take kindly to these types of guys, and the same can be said for the best New Row houses. On more than one occasion a guy who accepted and tried to play multiple Old and New Row fraternities was cut in the first week because of this.

Hopefully that helps you get a good idea of what to do to maximize your chances for making the "best" fraternity possible. Go out and have fun man.
