cob with no close friends

How likely is it that someone without close friends in any sorority will get a bid during COB? Is it really only friends who get them or would I still have a chance?

Not likely. Having friends in a house that can advocate for you is really what helps you get noticed during any type of recruitment. Unless you are just an ideal pnm, connections are the best bet to getting a bid.
