She means this fall. Chapter Total is usually adjusted after formal recruitment in the fall, so that everyone knows where their house is and (if applicable) where they need to be. So, when Total is readjusted, several houses might be under that, and by NPC rules, they have the right to bid up to Total at any time. Some chapters might have just a few spots that will quietly go to good friends of sisters already in the chapter. Some might have more spots, and actually participate in COB events. And some chapters may elect not to participate at all, even if they are under the new total (which is generally not a good idea).

I would get as many as you can for Spring, just in case. It shows that you're a go getter (something all groups value), that alums of those groups feels like you'd be a good sister, and most importantly, that you're genuinely interested in the chapters participating.

For comment by A, do you know if they already knew a sister or was the invite by the house liking the COB form answers and then meeting her in person?

Thanks A. As a freshman from OOS, I don't have those connections. I've met sisters in a few of the houses though, and they have all been really great. I am hoping to meet more!

Well I know my chapter has about 430 members and I think that's pretty standard, so unless something drastic happens I would not count on COB

Most chapters will still be above chapter total even if everyone votes to approve total to 390. I would not count on many houses to do any type of cob in the fall--especially the houses that took larger pledge classes this fall. Five to ten houses will probably do it in the spring.
And honestly, some houses are only two or three weeks away from initiation. They aren't about to take more new girls because then they have to pretty much have two separate pledge classes in the same semester.
