why is SK bottom tier?

I've seen alot of messages about SK being a bottom tier sorority, but there's never an explanation

They’re the newest chapter, don’t have a mansion yet, and are still establishing a reputation. They currently take anyone that doesn’t get into their first, second, third, fourth, or fifth choice house.
