Rushing as an out of state student

It is an extremely competitive process. To be frank, being OOS, I would focus more on New Row houses. Even if you got a bid from OR, you will feel like an outsider.
Look at Zeta and Aphi if you want a party/ looks house, ADPi/ PiPhi/ DZ if you want a great sisterhood, Phi Mu is probably one OR houses that is changing with the times - welcoming more OOS and women of color. Stay far away from KD and Kappa.

If your are OOS from a Southern state and know people, not any more difficult than being from instate.
If you are OOR (out of region; aka from a non-Southern state) and don't know any Actives, it will be even more competitive for you. However, OR thinks they are top but most OOR girls would not want to be in their houses. NR houses are great. Don't sweat it.

IDK why anyone says to 'focus' on certain houses, like pnm's have much choice in the matter. You go back where you're invited and you will have very little choice in which houses those will be, especially if you are unknown/unconnected. You need to 'focus' at each and every house to have your best chance. The sororities do the choosing.
