Only houses that are eligible for COB can offer a COB bid. So no, houses not on the list aren't hiding COB bids. read the UA Pan site page on COB for the facts.
These are houses that are ELIGIBLE for COB this semester because their membership dropped below the campus median, but they may or may not participate. Sometimes a house will have just a few spots and offer these to girls some of their actives already have connections with.

The ua Panhellenic website shows a list from the fall semester. Fill out all the forms on the website and start following girls and let them know you’re interested. There are plenty of houses giving out bids and they don’t make a big ordeal about it. Connections are what you really need to get a bid in the spring

The houses are pretty much the same every semester so the spring list might be the same as the fall list.

Other houses will also give out COBs to girls that have made friends with a lot of their Actives.
