A lot of fraternities don't give bids on first meeting, many require a discussion with parents prior to officially bidding. (Because of financial obligations) They may give a bid contingent on parents approval to accept.
Yes, there are some houses with the "fishbowl" of pledge pins and if you walk in the door you will be given one. I.E. Off-campus and some Jefferson houses.
What really matters is making your desire known you wish to go Greek and get your name into the hands of Fraternity Rush Chairs, get invited to rush events and make a good impression on the members. Make sure your parents are all in on you going Greek as well unless you have the financial means to pay the whole bill.
