you cannot get a snap bid if you withdrawal. You can only get one if you have been dropped by all the houses

Any PNM who attends at least the first round of rush can be extended a snap bid whether they were released or dropped on their own.

You can get a snap bid if you drop but snap bids almost never happen. Lots of people confuse this with COB. You can read about it on the Pan site.

You sign up for COB not snap bids. The chance of getting a snap is very low.
