Lol this is totally not true. If any house is close to something like this it's a house like AXO, PM, KKG, etc. Despite what you may hear on this site or tent talk, Zeta is not a highly sought after house (or at least not COMPARED to other certain houses). That being said, Zeta may have an idea of who they REALLY WANT and may hope that that's going to be their '18 pledge class, but I highly doubt that they'll end up getting every girl on their radar especially after everything that's happened with them.
On a different note, NO house has a completely solidified pledge class and the idea of that is absurd. Yes, houses can have an idea of who they want and who wants them back but nothing is ever written in stone throughout rush week.

Rumor control ... NO ONE knows what's going on or what is going to happen ... not even the actives. Believe it or not, it's just as confusing and anxious inside the houses as it is outside. JUST. TRUST. YOUR. GUT. Don't try to figure out what's going on by listening to rumors, especially what you're hearing in the tent.

Honestly what is all this zeta hype. Lol. They have some pretty girls with attention seeking instagrams; but honestly have you looked at some of the posts from rush week???? Not pretty!!! Not to mention I spoke with the most dry uninteresting person in all of rush week in there. Come on people.

let's say Zeta has really high return rates this year. Not a difficult thing to imagine, because let's be honest, they've got a new house, they're nationally a great sorority, and they're regarded as top of NR. Love 'em or hate 'em, they have many of the factors that make up a successful rush.
the number of PNMs a chapter has to invite back each round is determined by RFM using the return rates of the respective chapter for the past FOUR years. So their return rates this year, while maybe great (and I hope they are! we all want successful chapters here), won't impact their ability to cut more PNMs until next year when it will factor into their historical return rates. It will mean they won't have to dip as far into their flex list, but that's a whole other thing.
If girls are hype about Zeta that's great. Hopefully they get a great pledge class. But no chapter will only invite enough girls for a PC to sisterhood, especially since quota isn't set until pref. Not even top-performing chapters will take a risk like that.

PNMs will be going down from (max) 7 to 2, even a house with THE top return rates will have to anticipate losing girls who pick different houses to be in their top two so no house is going to have their pledge class set on sisterhood. The houses will be dropping PNMs and PNMs will potentially choosing other houses to rank higher
