it's just how things worked out. if im not mistake, there were three phases of new construction on sorority row, each phase having 5-6 houses. it came down to which sororities were ready to rebuild. mind you, it takes A LOT for a house to rebuild. there needs to be a lot of alumni support, national support, savings, etc. beyond that, it also just came down to whether or not the house wanted to wait to rebuild or not. for the houses that have finished within the last 2 year and that are currently under construction, they get the benefit of seeing the mistakes the other houses made when rebuilding. the newer houses are also more "modern" in terms of interior design.

With Theta and AOpi there was also some logistics to be worked out because they had to tear down an office building to accommodate their bigger lots . But neither of those houses wanted to sacrifice their great spots!

Aopi and theta had also done extensive renovations around 2010 or 2011 so that was a factor as well

It all about logistics, APhi and GPB were building on new lots so they didn't have to wait on the house shuffle like AXO had to wait until DDD moved so they can build into the old DDD lot. PM had to wait until the old SDT house could be knocked down, Zeta had to wait on the house next door to be free to knock down, DZ had to wait on Zeta and so forth...

The order of the houses being rebuilt was based on a bidding process where chapters that had the most out of date facilities/facilities needing the most work were given priority. Phase one (DG, ADPi, AGD, DDD) were chapters that either didn't have a house (DG) or their house hadn't been renovated in a while (ADPi, AGD), very out of date (DDD & AGD had sleeping porches), or were structurally unsound (DDD's house was having foundation problems). The second round (Aphi and GPhi) were partly based on who was willing to move. Since they were willing to move to Bryant Drive they didn't have to wait on any swing houses to be available or any other sororities to be torn down to acquire the lot (something KKG, Phi Mu, ZTA, and DZ had to wait on). AXO was also built in phase two when DDD was gone and they acquired their old lot. The order then was based on who's who's facilities were the most out of date and availability of the swing houses. Chapters didn't want to wait on the swing houses and wanted to speed up the process, thus the portable trailer was introduced and used by ZTA and PiPhi.

PiPhi, technically had the newest house before the rebuilding began. It was built in the 1990's and they moved to their current lot when their old old house was torn down due to a stadium expansion. The DZ, AOPi and Theta houses all had pretty significant renovations in the early 2010s which is why they were the last in the expansion plan.
