Neither. Quota, or the amount each house takes, is dependent on how many girls rush. The amount of girls each house is allowed to cut also depends on how many girls rush.

Assuming around 200 girls will either drop or get dropped, average PC may be around 125? It’s hard to predict since some houses take a lot more than others

Houses will also have to bid to whatever Panhellenic sets as chapter total since Sigma Kappa is colonizing. So say they set chapter total at 450, and quota at 120, some houses (ex. alpha phi) will be forced to have quota additions and take a large pledge class to meet chapter total. At least that's how they did it when DG colonized.

what happens if a house is under quota? I've heard that there are fines but is that true? if so why is it such a big deal that a house is under quota, the most reasonable explantation i have for having such strict rules about quota is that it's a way to manage houses and make sure none of them struggle with membership (kind of like what happened with dg and alpha phi when they had to pull their chapters after they struggled with low numbers)

Alums are going craaaaaazy, so many OOS it's embarrassing.

Why are oos girls bad? They pay much higher tuition and keep instate students tuition down. How is that a bad thing? Students coming from other states only enhances the national reputation of the university. I see it as a positive.

This is definitely a dumb comment (my houses alums aren’t going “crazy”) but OOS are a big positive for the university, not as much for greek life in the long term. OOS generally don’t stay in Alabama and that means they aren’t involved alums which is a huge asset for many houses.

I can see why some houses and alums might be nervous about an impending lack of alum support and involvement especially during rush. Even girls who end up in Atlanta or New Orleans aren’t really close enough to be involved.
