I would say for OR houses is more about not getting their target girls, or girls from the parts of Alabama/ the south that are usually almost guaranteed to go their house. Losing an in-house legacy is another one too.
For NR (especially bottom houses), it’s tne houses that PNMs do not want to go back to. For girls who have been rho chi’s and jboards it is really easy to tell which houses aren’t doing well because your girls will start to be pretty vocal by the end of the week (for instance last year a lot of girls really didn’t like theta and dz during rush)

There is no such thing as a house putting on a bad rush. They have all worked their butts off to welcome you into their home, introduce themselves and entertain you. You sound like a spoiled brat to say XYZ house put on a bad rush.
Be thankful you were even invited into to see their hard work in action.

When I rushed two years ago there were definitely houses that didn't really care about certain aspects of rush. I'm far OOS and my roommate was OOS too and we both agreed that a few houses were underwhelming during rush. For example, KD. KD was blasting Lil Uzi during the entire time of IWTs. For those who haven't gone through rush yet, you just don't understand how loud a house filled with 500 girls is so to add heavy rap music just didn't make sense... And the thing is, houses know this. KD's rush chair wasn't stupid and just randomly decided to play loud music. I think KD just wanted to make PNMs feel more casual in their house. But either way, me, my roommate, and a bunch of other girls in my Rho Chi group agreed that not only was the music weird but that the actives we spoke to were very distant... I don't know how to explain it but it felt like we were in that house but they already knew they didn't want us so they didn't even try? If that makes any sense... And I think that's what people are really getting at when they say "XYZ puts on a bad rush." No PNM should feel awkward or unwanted in a house and for certain houses to make large amounts of girls feel like that year after year says something. There are some houses here that are notorious for only wanting to take their friends and it shows.

When I say a house puts on a bad rush I usually base it off of how I felt as well as other little things. For example, I was MISERABLE in Chi O I couldn't wait to get out. The girl I was talking to was just not interested in talking to me, and I understand it's because they didn't want me, but other houses purposely matched me with girls from my area, girls that followed me on social media, or girls involved in similar things as me (dance, school activities, etc). My thing is that regardless of whether I was wanted or not, the active still should have tried to make things a little more interesting because i feel like the house should overall be concerned about their return rates. Another example of a bad rush was one active was literally whispering during IWTs and another spent the whole time trying to convince me my own eyelashes were fake. Also the way some houses arrange pnms around the house is absolutely awful and uncomfortable. There are other things but yeah lol
