You will never get a consensus on this. The top 3 houses are different depending on what’s important to you. Grades, wealth, sisterhood, looks, campus involvement, partying, well rounded, connections, pageants...
There are 5 top houses to me - I don’t consider Tri Delt one, but that’s just me.
In no order other than alphabetical:
Alpha Chi
Chi O
KD
Kappa
Phi Mu

The only houses I consider "top" are AXO and PM.
AXO: Great grades and involvement. Pretty clean reputation, especially compared to other houses. A good mix of instate to OOS girls. And a good sisterhood from what I've heard. The only thing AXO lacks is the social appeal, and no I'm not talking about swaps. AXO just lacks a feeling of fun when you rush, idk maybe it was just me but overall AXO comes off as a very serious/academically focused house which can be off putting.
PM: Good grades and very involved around campus. Generally good reputation. A good mix of instate to OOS girls. What PM lacks is a feeling of sincerity. I know a lot of PNMs are off put by how strikingly "perfect" everything seems. Also their sisterhood is iffy. However, unlike AXO, PM comes off as a very fun and social house. PM represents the "work hard play hard" mentality well.
- KKG isn't a top house to me because they have very mixed pledge classes. They take their friends from their hometowns across Alabama but they also take their fair share of filler girls. However, their filler girls aren't necessarily the best girls. A lot of these girls are big partiers which really, really hurts Kappa's reputation. Also, they're usually bottom half in the grade report and they have a split sisterhood.
- XO isn't a top house because they're a lesser version of AXO. They're a lot more chill and a lot more Southern. They could be top if they opened up more to OOS girls, they could get some really top PNMs since they're more social than AXO and they have a good reputation.
- KD isn't a top house. Period. I have never heard anyone say KD is a top house. They're only focused on taking girls from their hometowns and then, like Kappa, take filler girls who aren't of the best quality. KD is notorious for having a very split sisterhood too.

Phi mu is definitely involved, but they don’t have good grades. Usually in bottom half of grades.

Not a PM, but the grade argument for almost every house is stupid. Every house except for the bottom 2 are 3.3 and above and separated by tenths of points. You can’t tell me that a house with a 3.6 is THAT much smarter or better than one with a 3.4.

Y’all can try to knock houses that prefer to pledge southern girls all you want, but the ACTUAL top houses have always been Kappa, KD and Chi O. This is the state school of Alabama, so no, a majority Ohio or New Jersey house is never going to be top here, and that’s okay.
Ranking houses lower because they prefer to pledge girls from Alabama and surrounding states is ridiculous.

Historically? Without a doubt -- KD, DDD and AGD. First Circle, remember? But giving KKG is due, it's also been a top house for a very, very long time. I think most people would say that KD, DDD and KKG are the three traditionally top houses. They each have had some tough years at different times, but tend to bounce back. XO and AXO have also been strong historically and round out Old Row. PM rose to its current status much later.
PM and AXO grew in stature in the last 20-25 years or so because they were much more open the wave of OOS and especially far OOS (OOR?) coming to Bama. It definitely paid off. And it put other OR houses in the position of playing catch up. KKG and DDD are now much more open to OOR and in my opinion it is why they are now back on top with AXO and PM. KD, XO and AGD are also catching on.

The only girls that refer to OOS girls in OR houses as "fillers" are girls in NR houses. These "fillers" are girls that weren't known by the girls in the house before rush and either their resume stuck out or they made a good impression during rush. For houses that don't have a lot of connected girls from hometowns coming through that is what their entire pledge class is made of so I'm just confused why people keep trying to use that as an insult

There's a thread a few years old all about filler girls. I'm sure someone reading this comment will bump the post. If not you can google it.
But basically filler girls are not what you just described them as. Yes, there are MANY great, well rounded girls who were not on a house's radar prior to rush. Said girls then get bids to generally respected houses and that's that. However, those aren't filler girls. Filler girls are girls who are generally average. Average grades - B/C's and average test scores. Average high school involvement - maybe they played a sport or two in high school but they weren't a apart of any major clubs and didn't do a lot or any volunteer work. And average in looks. And little to no in house connections. Filler girls are the girls who got a bid to a house because that house needed to meet quota. Most filler girls aren't PNMs of substance... No offense. Filler girls get a bid from a house based on dumb luck as opposed to qualifications or connections.
And that's why having a lot of filler girls isn't a good thing. It causes discrepancies in pledge classes and rifts in the overall image. The clash of different types also usually leads to split sisterhoods, seen in many OR houses. The instate girls, who got in by connections, tend to think of themselves more highly than the filler girls, who got in by necessity.
