Definitely ask about dues, they are just as concerned with your ability to pay as you are. In fact a rush chair that doesn't mentioned dues, I would be very concerned about. If they are avoiding the topic they are most likely trying to pad their bid list knowing full well it will plummet once more information is known by the rushees regarding obligations.
You also have a right to know how they dues are used, use of house, food, parties, insurance, etc...
