The fact that they can recruit a lot of blondes is not an asset in my opinion. I like almost any other house better than A Phi because they have horrible grades and a terrible sisterhood.

Your tiers are incorrect considering there are only two per tier... each tier should consist of multiple sororities due to the fact that they're interchangeable within each tier...

This is pretty perfect. There is a top two, a next four, AGD is before you get to top of new row. ZTA, PBP then ADPi are top of new row (in that order), then what happens after that just depends on how things are shaking out.
