That's not how that works. RFM is based on historic return rates of each chapter. Perhaps Alabama will institute variable quota to help SK once they start participating in formal recruitment if they don't get up to total quickly, but that's still a while away.

SK will not be a part of formal rush this fall. They will start after formal and will recruit all year. They will participate formally in 2019.
