First, make sure you've reached out to every female teacher you've ever had because that's how I got half my recs. Second, if you regularly attend a place of worship there is usually a place for announcements in the bulletin. Make a simple announcement saying you intend to attend Alabama in the fall and are interested in participating in sorority recruitment. 100% chance nosy church ladies will ask you if you need recs.

Finally, make a Facebook post with a list of the sororities you need recs for. Chances are a few people will reply, either sorority women themselves or people who know their mom/aunt/cousin was an ABC at XYZ University or whatever.

Try contacting your local alumnae panhellenic again. There's a good chance your email just got lost in the shuffle, depending on where you're from. If there is another alumnae panhellenic in your state, contact them too. They want to help!

Try reaching out to the closest alumni association for each individual sorority you need a rec for. Where I live we don't have an alumni Panhellenic but I was able to get recs from alumni associations for tridelta, AXO, and Gamma Phi
