Who cares about national phi mu? Individual chapters are different everywhere you go. Some are top tier, some aren't. That's just how it is for every sorority. Every sorority claims to have the best sisterhood too. There are plenty of houses with sweet nice girls who are seen as anything but. Top tier isn't just about one aspect, it's about the whole picture.

Despite everything going on, Phi Mu is still old row, collectively pretty, wealthy, classy, prestigious, selective, involved, and have a gorgeous mansion. The one freshman girl in that Zeta groupme is not representative of all of Phi Mu. Phi Mu will remain top for the same reasons Alpha Chi and Kappa remain top, despite the nasty things being said about them as well.
Other houses (not just Zeta) might be bitter towards their accomplishments and successes, but it doesn't prevent them from rising from it.
