This is how SDT operates at a lot of campuses, but there are campuses where SDT participates fully and is successful as a regular NPC group.
Of the groups not at Alabama, really only Sigma Kappa and Alpha Xi Delta can support chapters/colonizing here, but as it is a large investment, they want to make sure they will be successful.
As far as I know, the hold-up is the house construction.

Everyone here is forgetting that SDT can't perform on equal footing with the other 16 NPC houses. They don't have enough actives to handle formal recruitment and think about how many girls will drop that only have SDT at pref. You're all oversimplifying! You somehow want SDT to participate but it doesn't work! Why can't some of you understand the issue at hand? It's not that hard to comprehend. SK has enough of a national presence to make it happen and become successful! SK is top tier at lots of schools. They are top tier at UofPenn. SDT just can't compete in the highly competitive environment at UA. They do their best and you can't get blood from a stone!

Any NPC group, IF INVITED, would likely colonize as soon as the current sorority housing situation has shaken-out. I think Alabama's old, established Rho chapter of SDT does not participate in formal rush, with the okay from panhellenic and the campus, since they are not chosen often by pnms during regular formal recruitment. I think SDT is not the hold-back to any other NPC group being allowed to colonize.
