Old row is silly in terms of participation in the parties. In terms of a general reference, yes.

Old Row technically means you are allowed to accept and participate in campus parties that were (and may still be) sponsored by Budweiser or some brewery. Their letters are on shirts advertising the brand. The theme of the party/brand is/was "old row." So that is where the term comes from. So, a number of houses, like DZ, Zeta and others, were never allowed to participate -- to be "old row". PM has been "old row".
If they are now not allowed or do not have the funds to participate in old row (some how it takes money), they would no longer be technically "old row." This would not mean that when somebody in common usage refers to "old row" they are not referring to a group that includes PM. \n\n\n\n\n
