New row is considered higher tier than "old row" with better looking,more popular houses. There are a lot more OOS students in new row so they are more up to date than the "decade" behind the times mostly bama natives in old row.
Old row is only more influential in "old row" minds, sadly most defenders of old row who post are ancient divorces housewives that their husbands left for younger women and sit fixated on their computers giving advice like it was still the 60,s, 70's or 80's. I guess they just can't let go of that time when the greek scene was vastly different.

new row is mostly butt hurt OOS. they tell you old row doesn't matter but are the ones most talking about it and saying weird, mean things. the post above for example.

Old Row is top, but it may not be top for you.
New Row is top, too.
Go with the group that you feel at home with. Then hope they feel at home with you.
Everybody says "choose the group," but you really don't have that much choice until pref night.
And you don't choose - you rank. BIG difference. You may think you "cut" a group, but you ranked them low. Unfortunately, your highly ranked houses may not rank you high enough to keep.
If that happens....go back to those houses you ranked low and take another look. Maybe - just maybe - you were wrong about them.
