How come some sororities posted spring tea pictures and others didn't?

I would not read into this at all. Some chapters have more active PR/Social Media officers and some have more chill ones.

Also, the Nationals have a say in what types of PR are allowed.

I like lots of posts. Posting PNMs would generally not be allowed.
