100%. If you’re mildly normal you will have no problem getting bids at half the houses at Cornell, considered “low tier,” like Rockledge, DKE, acacia, k sig, SAE, phi delt, llenroc, and many more.
If you’re insanely good looking/rich/connected, you have a shot at an upper tier (but not top) like DX, chi psi, or ZBT. But admittedly this is difficult and also these houses are a bit time commitment albeit mixing with better sororities.
Usually people in your position who are generally fratty/sociable will look at upper to lower mid houses like chi phi, lambda, pikapp, pike, phi tau, psk, or even a Fiji or AGR if you’re into that. These houses all have their own vibe and are a decent range but they’re typically the “rush week frats”, as lower houses will be texting you until bid day even you haven’t gone to anything while higher houses lock their PCs in during the fall.

Yeah let’s pretend that SAE didn’t cross cross rush with DU last spring, before they regained their rep this fall. They’re an upper tier house now and have a lot of brothers, so will cut kids hard this time around. Thinking they’ll text you if you skip anything is laughably wrong. Especially as a sophomore buddy, good luck skipping any of the big houses and expecting to still be in line for a bid hahaha.

KDR maybe, when they famously bidded everyone who rushed a few years back, but even DKE or PhiDry will cut you if you skip an event without an actual excuse. At the end of the day, they’re giving bids to people that fit the brotherhood, so if you don’t show interest why would they string you along?
