Is Chi Phi actually top tier?

I've been seeing a lot of rankings with them in the top tier, but I didn't think they were that cool when I rushed this week. Did I miss something?

All houses from mid and up I’m pretty sure. Def a lot of upper mid mixing and may get more C4 this year
