Doing COB doesn't mean a house is "low tier"

A lot of you are genuinely stupid. Every sorority does COB, how much they advertise it varies. Sororities that meet their quotas, ALSO do COB.
Getting more COBs gives sororities more money, and access to cool girls that had weird circumstances during recruitment or just might have better personalities when you get to know them.
Not doing it because you think it will hurt your status, or even worse, sororities BRAGGING about not doing it is honestly the stupidest thing I've ever heard. Have fun with less money and sisters to befriend. Good for you!
