GA Tech top of tier 2 and replace UCLA with UCSD or USC. Both are better for most Stem degrees

While Penn and Columbia do have stellar STEM programs, I'd say Georgia Tech is a little better especially in traditional engineering .... at best, tie penn/columbia/gatech
