In order:
FIJI (2 yr suspension, massive alumni, when they come back it will only be their new pc who rly hasn't been members long at all)
Sig Nu (massive alumni won't be football house probably)
Llenroc (might have trouble considering they kinda flaunted their disregard of Cornell's rules, but imo should def be considered for re-recognition before SAE or Psi U)

Not sure about TEP. They sold their old house and I haven't heard about any plans about them attempting recolonization. Although I do agree they should be higher. I'm doubtful on SAE coming back since they'd have to get approved by the president's council.
