In my personal experience, most (85-90%) of the guys at DU, Sig Chi, Phi Psi, and other frats are great guys but every pledge class has a couple creepy guys. In the case of somewhere like DU or Sig Chi, there are maybe a little more than a couple creepy guys, but nowhere near the majority or even a quarter of the frat. The problem is that since the creepy guys are great at creeping around and making a lot of girls who visit the houses uncomfortable which ruins the reputation of the frat, since girls talk and by the end of the day everyone knows about said creep at XYZ house. So it really depends on personal experience.

Instead of bashing specific frats, let's acknowledge one thing: an open party at any frat is going to come with some danger.
Random guys, sometimes not even from Cornell, show up (which is why some houses ask to see Cornell IDs now). It's best to show up with a group of friends, and not drink too much. Seriously, practice safe judgement!

its not just opens tho. some girls refuse to go to mixers with specific houses because of creepy brothers or bad experiences with certain houses. in fact a lot of sororities and frats dont mix because of incidents that occurred during mixers. so, yes there is a problem with some specific frats and if OP wants to know (I'm guessing its an incoming freshman girl), then they should know and not have to learn from their own skin.
