How hard is it rushing a sorority as a junior/sophomore?

Not hard, a lot of sororities take upperclassmen... It's not like alabama or fraternities. I know ZTA and AXO took a bunch of sophomores and a couple juniors, as they are two really good sororities. The only one id be not sure about would be adpi.

in axo and we did not take any juniors this year, but we did take some sophomores.

There are two separate quotas- a primary quota and a secondary quota (secondary is upperclassmen) so it's actually easier to get in as an upperclassmen because you're judged in a smaller pool of girls.
