heard from a sorority chapter member that certain houses won't consider sophomore PNMs during fall recruitment...true or false?

They have a separate upperclassman quota for fall formal; this is not true

yes depending on how many of them rushing, like if its 1 upperclassmen for 10 freshmen they have to take a similar ratio

No, they don't "have" to take anyone. A separate quota just means that upperclassmen aren't competing with freshmen for spots and are considered in their own pool. No sorority has to carry anyone to the next round if they don't feel she is a fit and they don't care nearly as much about taking upperclassman quota as freshman quota.
