Each house will pick up a few girls. The houses want to keep their numbers up so every single house picks girls up in the spring.

I'm confused. Does this mean every house will hold a formal recruitment or is it just a lowkey type of deal where only close friends or people like that get into other houses?

Not all houses do informal recruitment. Only a couple will. And you’d know if you were in consideration.
