cob so many chapters?

Why are so many houses doing COB when so many PNMs were dropped during formal recruitment? I don’t understand...it seems like something went wrong in the process.

probably their national hq requires them to do COB in certain circumstances.

less girls rushing = smaller pcs all around = not near campus total = need to cob

Quota was set the same as last year but the amount of girls rushing was smaller. Every house is under quota
