Doubt you are a bartender but if you are, this is where the out of region factor could come in.
If you are from the north or the west coast, tipping is generally a full 20%, unless the service is atrocious, especially if you are from the northeast, Chicago area or one of the California cities.
In other areas people don't tip as much. 10%-15% is more the norm.
Doesn't actually mean much of anything though.

Right. My point is that the in-state houses probably tip less because they don't usually tip the full 20 anyway. Example. In NYC, tipping a full 20% is the norm, tipping higher if the service is great. In Jackson, not so much, the 20% is reserved for when the service is great. Regional differences. Adpi. Pi Phi have a much larger out of state and out of region membership.
Then some people are just cheap.

But the ones listed as the worst tippers are mostly all in state Ddd KD XO so no excuse. They should know better, just greedy. why is that mommies?
