Because houses get to do what they want to do. It's only their business.

It's their choice. They could change it if they wanted to. In the past, they've usually taken pledge classes of less than 40 and that was probably a big reason.

they didn't take sophomores in the past but may be changing that this year since panhel is finally making them take more
