spring semester transfer student who wants to rush

Hi! I'm transferring from out of state to IU in January for the spring semester and I wanted to know if I was able to rush? or would I have to wait until next year?

You would need to contact Panhel and see if you can register in October without being enrolled at IU yet. They might be able to let you register even though you aren't a student if your transfer has been processed.
