Is private cob actually a thing? What houses do it and do they reach out to girls that didn’t go through formal recruitment?

Chapters can only cob if they didn't make quota or are below whatever panhellenic sets as chapter total. If they aren't eligible they can't cob. There are only a few open spots after recruitment. Cobs go to girls that chapter members know, either through recruitment or elsewhere. It's better to do the reaching out yourself.
