why is sigma kappa and sdt are in the bottom tier?

this weekend I met a lot of girls from both chapters, and bro they're hot! not only that, they were pretty fun too I legit couldn't believe that they were from these chapters and their ranking was soo low can someone explain it to me?

thats how theyve always been and sororifes dknt really change rank. they do have some good members but its basically a caste system they both been bottom for 10+ years 🤷🏼‍♂️
