I posted this as a response to another post but thought it might be a good thread.
Look, a lot of chapters miss quota by 1 or 2 because of the release figures. When chapters have to cut half of the girls there between rounds, it's hard. You might cut women who really wanted to be in your chapter while keeping ones who ranked you lower. When it comes to pref and quota is 56, the chapters who recruit well/strong (this is as statistical analysis, not a value judgement) may only be able to invite 120 women at preference which doesn't leave them much breathing room when PNMs go to two parties. This is what happens to Alpha Phi, they are only able to invite like 2.25 times quota to pref. If more girls than expected pref the other chapter, then they don't make quota. It has happened to them for the last three years. It doesn't make them a bad chapter, it just makes it harder for them to match to quota without snap bids. It happens to a lot of chapters. It very well could have happened at AXO, too. Numbers are tricky and not necessarily indicative of popular opinion, they just fall they way they do.
A chapter can also miss quota when girls drop out of recruitment after the pref parties or suicide one chapter. If a girl has two chapters one she likes and one she doesn't want, if she gets the feeling that the one she likes isn't interested her and she might get "stuck" in the other chapter, she lists one. Then if she doesn't match with the chapter she likes, the other chapter loses a potential member. This is very likely what happened at TPA who missed quota by a couple or DPhiE or ASA.
The way recruitment works can be confusing if you haven't been exposed to the logistics of how it works. SO there is a lot of room for misunderstanding. Sometimes a good chapter misses quota. Sometimes a good chapter is a casualty of the math.
Sometimes a good chapter just wants more members because they have sisters going abroad in the fall and want the house to be full or they realize they need a bike team member and did't find one during recruitment. There all kinds of reasons so many chapters who made quota are doing informal by invitation only. Maybe it's nothing more than good financial sense.
Who knows? But like I always say, "you need to calm down!"

it’s not always just some coincidental number game. If chapters Truly recruited based on personality and values then they wouldn’t make nearly as cuts, especially in top tiers where they recruit heavily on appearance and money. Aphi got reported to panhel for asking girls what their parents do and if they have a lot of designer brands because those questions help them choose girls based on wealth. They cut a majority of girls for reasons other than personality or values.
Also the way the tier system at IU treats lower tier houses is the main reason some chapters didn’t hit quota. The quota system was already going to be difficult On lower tiers because they would get the “leftovers.” Luckily SK, SDT, and TPA were all able to hit quota but dphie and asa couldn’t even fill half their class.
Luckily the new panhel exec is mostly mid to bottom tier so maybe they’ll help lower tiers out this year

Alpha Phi has struggled since rumors followed by an avalanche of evidence came out that they recruit for looks primarily and secondarily. UI Alpha Phi also recruits for wealthy girls. This worked for them well when Millennials were the PNMs but unfortunately for Alpha Phi the vast majority of Gen Z DGAF if your gorgeous or wealthy. Or god forbid an Instagram influencer wanna be. If they want to stay top dogs IU they need to find some way to relate to more of Gen Z.

Alpha Phi missed quota by a lot. Again. That's not just a numbers problem. Their national rep is suffering horribly and here now too.
DPhi barely made over half of quota. Again that isn't a numbers issue, it's a PNMs don't want you issue. At least they didn't only get nine again, so that's improvement.

Some houses actually made quota and even had QAs, but they are doing informal b/c they still have room for more new members b/c they have lots of girls who go abroad, etc. Some houses offered all their available bids yesterday and are already finished with “informal” also, so informal does not necessarily have anything to do with whether a house is “good or bad.”

I agree with you on some points, but TPA did not make quota, they snapped to 52. SK and SDT have made quota the last 4 years so I don't think it's luck. Both of those chapters do have the luxury of having more legacies come through recruitment than ASA, DPhiE or TPA.
There are strong recruiting chapters within each tier. For example, Pi Phi typically makes quota but Alpha Phi has done snaps for the past few years. Both are solid chapters, one just recruits stronger within their tier.
Phi Mu and AGD both made quota with snaps while ADPi made quota plus and all three chapters are similar, ADPi just recruits statistically stronger. All three are solid chapters, one just falls on the wrong side of the math.
If most Greeks really understood that math is affecting some chapters more than pairs or social status, it would be nice.
