Panhel is doing the calling and when they call they will tell you if more than one chapter wants to offer you. Then they will ask you to accept or decline.

If they just offer a snap from one chapter, then that is your only offer.

When do snap bids come out? Who gets them? They weren't around when I was at IU?

Snap bids have always been around, you just didn't know about them. That's the point, chapters are able to get to quota for bid night even if they didn't fill their bid list. The girls who matched and those who received snap bids all show up to bid reveal, but the snap bid girls are obviously not nervous because they know where they are going, but the point is that the only people who know are usually the PNM, the recruitment team, Panhel and maybe their Rho Gam.
