When I was a freshman I had transfer credit through IU and I got ~screwed~ on GPA. There are definitely houses that use it as a defining cut line and some that don't. I can't speak on every chapter but I know ADPi's is very strict due to their standings. Other chapters DGAF. Good Luck. If you really feel you were cut from houses first round that could have been good fits (read: A LOT not just "top tier") drop and try again next year. If you want to roll the dice keep trying the houses you're left with and decide by bid night. Also pro tip: "top tier" chapters don't usually cut by GPA so if you didn't make a DZ/Aphi/Pi Phi level cut it's not because of your GPA.

Honestly as long as you can Prove that you are willing to improve your gpa and make the chapter a better place you’re gpa will become less of a defining feature.
I rushed during the worst year of my life and had a 2.6 but got into a pretty good house because my values interests and personality stood out more
