The university actually owns the land of nearly every fraternity besides SAE, DU, ATO and Sig Chi if I’m not mistaken if not maybe one or two more. Virtually every other house on campus is subject to whatever IU wants and couldn’t Frexit with their current houses, only current members.

I mean Michigan, Nevada, Santa Clara, West Virginia and CU Boulder have all successfully transitioned to an independent IFC backed by their nationals

Yes and no, the answer is that there are some legal implications to breaking ties with the university. You really need a lawyer to look into it. If people were serious about this, it would require tremendous coordination between all the undergraduate chapters, their national offices, IFC, and the Alumni IFC. I won't say it is impossible but to break off from IU but it is not as simple as simply declaring yourselves independent organizations.
Such an effort would have to be lead by IFC since its can't be a single chapter pushing this. IU would just make up some excuse to close that chapter.
