A rho gam told some of my friends and I that because of they amount of girls not receiving bids this year even girls who suicided are allowed to participate in informal. Does that also mean girls who suicided are eligible for COBs or snap bids as well?

Your Rho Gam is correct. Women who suicide cannot be snap bid but are eligible for COB and informal recruitment. You are only ineligible for informal if you sign a card after pref and decide you don't want the bid. :)

That's not something new for this year. That's just normal NPC rules.

how do COBs work?

COBs are informal bids given to women relatively soon after rush ends. Sometimes it's confused for snap bids. COBs are usually given to women the chapter met during the recruitment process or women they know from class, etc. Informal usually has a little more structure than just handing out COBs.

QAs are a relatively new adjustment but COBs/Informal invites are a normal thing.
