I overheard some girls talking about it and wasn't sure how it works. Who decides which houses are invited? what exactly is it?

Its a party that SigPi throws every spring with another frat and two sororities. I know they are doing it with PiKapps this year and i think the sororities are APhi and Chio

2.) I know that every year for the past three years the pair has been different.
2011- SIgPi, PhiPsi, APhi, ZTA.
2012- SigPi, Delts, APhi, ZTA.
2013- SIgPi, PiKapps, APhi, Chio.
