is kappa top tier?

I know Kappa is on third street with the other top sororities but most people still consider them upper middle instead of top tier? do they have potential to be top? and if no, why?

To many fraternities, Kappa is top in that they are old guard--very selective, old money, conservative. Unlike Pi Phi and Chi O, who go mainly for looks and party girls, Kappa goes for legacies and family background. While some consider them snobby, they hold themselves to a pretty high standard. And their house is amazing.
But it IU--there are so many diverse groups there is literally something for everybody.

Kappa is not old money, this is not Bama or Ole Miss, 90% of Greeks here are new money Chicago kids
