Is informal sorority rush competitive? Also are the girls who join that way looked at differently because they did not receive their bids in the fall like everyone else?

No, girls who join during Spring rush are respected just as much as those who join in the Fall. Everyone has their reasons not to do Fall rush (looking back I wish I didn't, absolutely horrible). And you have a better chance of getting the sorority you like the most in the Spring because you get to actually have real conversations with them and it's more casual.
