Regardless of if they get theta chi or not, the university banned 453 abbot from the inter fraternity council until 2019, so they won't be recognized by the school

I don't believe that's true, you can't necessarily ban a property. if the rumors are true that they are back as theta chi I don't think it would even matter because OX is part of national ifc so they would be in offically, who knows though.
