If I’m transferring as a sophomore or junior depending on what credits transfer over, can I still rush? Do I have a chance at a top house?

You can still get a bid for sure, but you’re at a disadvantage clean up that Instagram and start watching make up tutorials

you def have a chance of getting a bid. i rushed as a sophomore and got into a top house. it’s all about your personality and how you present yourself.
